Constitution of

The Emersonians ASSOCIATION MULTAN.

Whereas the like-minded ex-students and the members of the faculty (both past & present) of the Govt. Emerson College Multan assembled and held a general meeting on 29.12.2012 in the main hall of the Govt. Emerson College, Multan, in which it was unanimously decided and resolved decided that an Association, namely "THE EMERSONIANS", comprising the ex-students and the present and members of the faculty of the Govt. Emerson College Multan, be formed for the purpose of promoting the feeling of fraternity and the cause of education to bring harmony among the members of the Association:

AND WHEREAS in the said meeting, an Adhoc Executive Committee was constituted to frame a constitution of the Association and to hold elections of the Executive Committee of the Association:
NOW THEREFORE THIS CONSTITUTION AS PREPARED and approved BY THE AFORESAID EXECUTIVE COMMITTEE IN IT MEETING ON 06TH DAY OF OCTOBER 2013 IS PASSED AND ADOPTED FROM NOW ONWARD IN THIS GENERAL MEETING OF THE ASSOCIATION HELD IN THE MAIN HALL OF THE GOVT. EMERSON COLLEGE MULTAN ON THIS 23rd DAY OF NOVEMBER 2013;

  1. The Association is named as "THE EMERSONIANS". It shall have its main office at the campus of Govt. Emerson College, Multan. The Association shall have a seal approved by the Executive Committee which will be affixed on all documents and membership cards of the Association.
  1. Aims and objectives: The aims and objectives of the Associaton shall be:
  1. To promote social, cultural, educational and such other activities which foster and stregthen the ties of the Emersonians with their Alma Mater.
  2. To stregthen the feeling of amity, friendship and fraternity among the members of the Association and their families.
  3. To be a source of inspiration and guidance for the current and future students of the college.
  4. To institute scholarships, prizes, trophies and other suitable incentives to encourage bright students to bring future laurels to the college.
  5. To collaborate with the administration of the Alma Mater in achieving the above mentioned objectives.
  1. MEMBERSHIP: Membership of the Association shall be for life and shall be open to:
  1. Such ex-students of the Govt. Emerson College, Multan, who remained on the rolls of the college for at least one complete academic year and were not expelled or rusticated from the college or black-listed.
  2. Such ex-faculty members of the college, who served the college for at least two years and have a clean record.
  3. Existing members of the faculty of the college.
  1. REGISTRATION FEE & ANNUAL SUBSCRIPTION:
  1. An applicant on payment of Registration Fee of Rs.1,000/=, shall be enrolled as a member.
  2. All members shall pay yearly subscription @ Rs.500/=. However, on payment of Rs.5,000/= in lump-sum, a member shall be exempted from payment of yearly subscription and will become a member for life. The registration fee and the yearly subscription may be enhanced / re-determined by the Executive Committee from time to time.
  3. Applications for membership will be made on a prescribed form alongwith verifiable data for eligibility for approval by the Executive Committee.
  4. Annual subscription fee shall become due on the first day of each calender year. If it remains outstanding for more than three months, the membership of the concerned member may be suspended after due notice. If default continues for three months, the membership shall be terminated. The membership can be restored/renewed on payment of Rs. 1000/= as re-admission fee at any time alongwith arrears.
  1. Office Bearers / Executive Committee: The following shall be the office bearers of the Executive Committee of the Association:
  1. EX-OFFICIO & NOMINATED MEMBERS:
    1. PATRON: The Principal Govt. Emerson College, Multan, during his term of office as Principal, shall be the Ex-Officio Patron of the Association.
    2. Honorary Secretary: The Honorary Secretery shall be nominated by the Patron from amongst the members falling in category as defined in Article 3 (iii) above.
    3. Legal MEMBER: The Executive Committee shall nominate and appoint a Legal Member from amongst the members.
  2. ELECTED MEMBERS:
    1. PRESIDENT: 1 (one)
    2. Senior Vice President: 1 (one)
    3. Vice Presidents: 3 (Three)
    4. GENERAL sECRETARY: 1 (One)
    5. fINANCE sECRETARY: 1 (One)
    6. SECRETARY INFOrmation: 1(One)
    7. Joint Secretary: 1 (one)
    8. Members Executive: 7(Seven)
    9. Members Executive (Chapter/City): 1(one) for each chapter/city having atleast 20 voter members.
  1. TERM AND ELECTIONS OF THE OFFICE BEARERS / EXECUTIVE COMMITTEE:
    1. The term of the office bearers / Executive Committee shall be 2 (two) years.
    2. The election of the office bearers / the Executive Committee shall be held in the following manner;
      1. The following shall be the elegibility for the candidates;
        1. A member to become elegible to contest for any post, must have been registered as a member of the Association for at least 6 (six) months prior to the elections and his name must appear in the Voter Members List announced and published by the Executive Committee under the constitution.
        2. A member who is aged 50 (fifty) years or above and has studied in the Govt. Emerson College, Multan for a period of 2 (two) years or more and has obtained a Degree or Certificate shall be elegible to contest for the post of the President.
        3. A member who is aged 40 (forty) years or above and has studied in the Govt. Emerson College, Multan for a period of 2 (two) years or more shall be elegible to contest for all other posts.
        4. A member, who on the day of the announcement of the election schedule, is on the roll of the faculty of the Govt. Emerson College Multan, shall not be elegible to contest for any post in the elections.
      2. The Executive Committee, in the last week of October of the year of election, shall;
        1. Announce and publish the list of voter members of the Association, who have paid yearly subscription and are entitled to vote in the elections.
        2. Constitute and nominate an Election Committee consisting of 3 (three) members of the Association, of which one shall be its Chairman. The Election Committee shall be independent and shall hold the elections according to the schedule of elections as announced by the Executive Committee.
        3. Announce the schedule of elections, including the dates of filing of nomination papers, filing of objections thereon, decisions on the objections, publication of final list of candidates, withdrawals from candidatures and the date of polling and results.
        4. Every candidate shall be proposed by a voter member and seconded by another voter member. The nomination paper shall be signed by the candidate, his proposer and the seconder.
        5. Elections shall be through secret ballot.
        6. The Executive Committee Members concerning a chapter (city having at least 20 members) shall be elected on the basis of votes of the concerned chapter (city).
      3. Special General Meeting of the Association shall be convened and held preferably in the last week of November of every 2nd year in the Govt. Emerson College Multan Campus. Quorum for the meeting shall be 100 (one hundred voter members).
      4. The newly elected office bearers and members of the Executive Committee shall be deemed to have assumed their respective offices immediately after the result of the elections is announced by the Chairman of the Election Committee and oath.
      5. All decisions of the Election Committee on all matters including eligiblity to vote shall be final and shall not be questionable in any court or before any authority.
    3. DUTIES AND POWERS OF THE OFFICE BEARERS: The following shall be the duties and powers of the Office Bearers:
      1. The Patron shall;
        1. Superwise all regular, special, annual and emergency meetings of the Association and of the Executive Committee.
        2. Supervise all the functions of the Association.
      2. The President in consultation of the Patron shall:
        1. Call all regular, special, annual and emergency meetings of the Association and of the Executive Committee.
        2. Preside over all meetings of the Association and of the Executive Committee. He shall have a casting vote.
        3. Open, operate and run all accounts of the Association jointly with the General Secretary and / or the Finance Secretary in the manner as provided in Article 8 (v) below.
        4. Co-ordinate and supervise all the affairs of the Association.
      3. The Senior Vice President shall in the absence of the President, exercise / perform the powers and the duties of the President.
      4. The Vice Presidents shall render full assistance and help to the President and shall discharge the duties, as assigned to them from time to time, for achieving the aims/objectives of the Association.
      5. THE GENERAL SECRETARY shall:
        1. Act as the Chief Executive of the Association.
        2. Carry out and implement all the decisions of the General House and the Executive Committee.
        3. Endeavour for the achievement of the aims and objectives of the Association.
        4. With the consent of the President, call all regular, special, annual and emergency meetings of the Association and the Executive Committee.
        5. Arrange and manage all the functions of the Association.
        6. Open, operate and run all accounts of the Association jointly with the President and/or the Finance Secretary in the manner as provided in Article 8 (v) below.
        7. Shall have the power to sanction expenditure not exceeding Rs. 25,000/- on any single item subject to ratification by the President/Executive Committee. He shall promptly make available all accounts to Finance Secretrary.
        8. Maintain minutes of the meetings and the records / the books of the Association and of the Executive Committee.
        9. Correspond on behalf of the Association.
      6. The Legal MEMBER shall be the incharge of all legal matters and shall do all legal jobs assigned to him. He shall act in aid of the Executive Committee.
      7. THE FINANCE SECRETARY shall;
        1. Maintain all account books of the Association and of the Executive Committee.
        2. Open, operate and run all accounts of the Association jointly with the President and/or the General Secretary in the manner as provided in Article 8 (v) below.
        3. Keep effective watch and control on the income and expenses of the Association.
        4. Produce all books and accounts before the audit team appointed by the Executive Committee from time to time.
      8. THE HONORARY SECRETARY shall;
        1. Render full assistance and help to the General Secretary in the discharge of his duties and for achieving the aims/objects of the Association.
        2. Carry out and implement all the decisions of the General House and of the Executive Committee.
      9. The Joint Secretary in the absence of the General Secretary, the Joint Secretary shall exercise / perform the powers and the duties of the General Secretary .
      10. THE SECRETARY INFORMATION shall:
        1. Control and look after relationship with electronic and print media and shall also be responsible for internet and WEB matters.
        2. Render full assistance and help to the General Secretary in the discharge of his duties and for achieving the aims/objects of the Association.
    4. GENERAL / Procedural;
      1. The Association will hold its General Body Meetings as and when summoned. However, its annual meeting shall be held once in a year, preferably in the month of November.
      2. The Executive Committee will hold its meetings as and when summoned, but at least once in 6 (six) months to review its performance and ensure the acheivement of the aims and objectives of the Association.
      3. Notice of at least one week shall be given for a General Body meeting through mail, email or two national dailies, one Urdu and one English which shall be deemed to be sufficient notice to all members.
      4. Quorum for all meetings of the Association shall be 100 (one hundred) and for all meetings of the Executive Committee shall be 5 (five). No quorum shall be required for an adjourned meeting of the Association or its Executive Committee.
      5. The accounts of the Association shall be opened and maintained in any Scheduled Bank of Pakistan. The accounts shall be opened, operated and run under joint signatures of any two from amongst the President, the General Secretary and the Finance Secretary. In case of absence of any of the above three office bearers for indefinite period, the Executive Committee shall nominate any other office bearer to act, sign cheques and run the Bank accounts of the Association in place of the absentee office bearer.
      6. No amendment in the Constitution of the Association shall be made, except in a Special General Meeting of the Association, specifically convened for the purpose. Corum for such meetings shall be ½ (one half) of the total voter members. No corum shall be required for an adjourned such meeting. The move for amendment must succeed by at least two third (2/3rd) strength / majority of the members present and voting in the meeting.
    5. FUNCTIONS OF THE GENERAL BODY: The General Body consisting of all Members shall carry out following functions;
      1. Consider Annual Report on the accounts and the activities of the Association as prepared by the Auditors and presented by the General Secretary after approval of the Executive Committee:
      2. Amend the Constitution, as recommended by the Executive Committee, to achieve the objectives of the Association, provided the proposed amendmend has been specifically mentioned in the notice/agenda of the meeting:
      3. Perform such other acts and functions in accordance with the constitution and rules made thereunder as may be necessary.
      4. FUNCTIONS OF THE EXECUTIVE COMMITTEE: The Executive Committee shall perform the following functions;
        1. It shall exercise general supervision of the affairs of the Association.
        2. It shall appoint auditors of good repute annually and determine their remuneration.
        3. It shall institute an Endowment Fund primarily meant for meeting expenditure on scholarships, prizes, trophies and other incentives.
        4. It shall consider applications for membership and pass appropriate orders as per rules.
        5. It shall, from amongst the members nominate and appoint a Legal Advisor.
        6. Take all other actions, which are in the best interest of the Association and / or are required under the constitution.
      5. ACCOUNTS:
        1. The accounting year will be the calender year and a statement of Accounts of the Association shall be presented to the General Body meeting.
        2. Funds of the Association will comprise registration fee, annual and life subscriptions, donations, grants, income from functions/charity shows, investments, endowments or other sources.
        3. These funds shall be utilised solely for the acheivement of the aims and objectives of the Association.
        4. All properties of the Association will be entered in aregister to be kept and maintained for this purpose by the General Secretary.
        5. The audited accounts and balance sheet of the Association along with a list of members/voters shall be available at the office of the Association prior to annual general meeting.
  1. Privileges of the Members: The privileges of the members of the Association shall be as follows;
    1. The members and their spouses shall be invited to annual sports and other social & cultural functions of the Association, of the college and for this purpose the Patron shall arrange invitations for the members on payment of prescribed/subsidised fee, where applicable.
    2. The members may become life subscribers of the college magazine, 'The Nakhlistan' by paying subcription, if applicable.
    3. The members may become members of the college library, with special permission of the Patron / Principal, and shall be entitled to have two books issued at a time on furnishing of security amount as prescribed in Library rules. Special Library Card shall be issued to such members.
    4. The members may be invited by the Patron of the Association to deliver lectures to the students/faculty of of the college in their area of specialisation.
    5. The members shall be entitled to display the Monogram of the Association on their caps / jackets, stationery and also on their premises.
    6. The members shall be entitled to purchase neck ties and other souvenirs decorated with the Monogram of the Association on payment to the Honorary Secretary.
